The Fifth Tourist Festival for East Sudan was launched in the Port Sudan stadium on December 1. Not enough people were there to watch the displays, so schoolchildren were brought in to see the shows. The festival continues with various events until mid February, 2012. Think of it as an extended advertising campaign for Sudanese to visit the east [internal country tourism.]
Elections in Egypt were successfully held last weekend, and voting equipment was brought in to Hala'ib region from the north. Reports are that hundreds of people were denied the right to vote because they had no proper Egyptian identification.
In April, 2010, Sudanese elections were held, but voting by Hala'ib citizens were not allowed even though attempts were made to include them. Sudan wants to negotiate on control over the Hala'ib region, offering three options to explore administration.
Sit-ins at Manasir [near the new Merowe Dam on the Nile River] continue for 2 weeks now. The Manasir people are fed up with the lack of compensation and care after their towns were swallowed up by the lake behind the dam, from even 5 years ago. Beja have acted in solidarity with these marginalized tribespeople.
A document calling for help for the people of South Tokar is getting distribution. A humanitarian disaster has occurred, and publicity and supplies are requested.

Beja Congress accepts election results
Khartoum, May. 4 (SUNA) - The Beja Congress has expressed its full support to the elected President of the Republic, Field Marshal Omer Al-Bashir, In a statement it issued Tuesday in Haya town, the Red Sea State, the Beja Congress congratulated the President of the Republic and the President of the Government of South Sudan (GoSS), Salva Kiir Mayardit, as well as the members of the Legislative Authority on their election.

Reuter news agency reported on a video that showed the stuffing of ballot boxes in the Red Sea State.
Examples were given of situations where there was no overnight control of the ballot boxes. Counts were then very high for the NCP, even exceeding the number of votes cast.

The DUP has considerable strength in regions across Sudan. One regional base is in Kassala.
The DUP failed to make any gains in areas considered to be its strongholds with large
populations of the Al-Khatmiya religious sect who are followers of Al-Mirghani, fuelling
suspicions that the votes were rigged.
"The fears of the party were confirmed over the non-readiness and partiality of the NEC and its
branches in the different states.... the electoral commission is not neutral," Al-Mirghani said.

strong statement calling for holding of new elections at all levels saying that the current process
"is exposed to fraud and rigging".

Bashir and the National Congress Party have been reelected to govern Sudan.
There seem to be numerous irregularities in the voting.
Taher Ali, a candidate from the Democratic Congress for East Sudan, told Reuters he had traveled to Khartoum to complain about numerous irregularities.
"In one voting center, the box with my votes had 600 ballot papers less than the other boxes and of those 485 were spoiled ... only 17 of the NCP's were spoiled," said Ali who was beaten to a seat in the national assembly by the NCP's current interior minister."
"Our people are furious - they want to go out onto the streets," he said. "We are trying to calm them."
"We caught them (the NCP) emptying ballot boxes and they expelled our monitors from the voting centres during voting and counting," Abdullah Moussa, a senior Beja Congress official in Port Sudan, told Reuters.
"We won this one (state assembly seat) only because it is a small area -- one family and the young boys managed to guard many voting centres with small weapons at night," he said.

Where's the tribal solidarity?
According to official results in one Red Sea state constituency,
the NCP candidate won almost 18,000 votes compared to just 839 for the
eastern party.

Election news blackout in Eritrea
Eritrea is not allowing Sudan election news to be published. This news blackout keeps the Eritrean people from knowing about democracy and elections in Sudan.
If President Afwerki allows news, then the people may call for elections in Eritrea. Afwerki has been in power since Eritrea declared independence in 1993, and there have been no elections since then.
Afwerki could try to tell the people that the elections in Sudan are corrupt, or misguided. But there are observers from many sources like the UN, the European Union, and the USA that are trying to ensure that the elections are free and fair.

Election: Beja supporters kidnapped
Khartoum, Sudan - A Sudanese political party, the Beja Congress, said
Monday its supporters and party agents were kidnapped at gunpoint hours
after elections kicked off in Sudan’s presidential, parliamentary and
state governorship elections.
Ibrahim Al Dab, the candidate for the Beja Congress, said the party agents were kidnapped at a polling station in Dalgeik polling centre, in the Red Sea State.
The parliamentary candidate said in an interview with the UN-funded Radio Miraya, that unknown gunmen stormed the Dalgeik polling station and kidnapped representatives of the opposition party.
The incident forced some independent candidates running for various posts to withdraw from the elections last-minute.
The credibility of the elections has been smeared by the boycott of the major political parties, although about 56 political parties were initially expected to vie for posts.
The Sudanese elections have been marred by reports of vote fraud.
The Sudanese voters have gone to the polls to elect a president for the country, 25 state governors and several members of parliament, to sit at the national parliament and state and regional parliaments, including the 271 members for the Southern Sudan assembly.
The country’s National Electoral Commission (NEC) admitted that it had been overwhelmed with the electoral process in Sudan, due to lack of experience.
The Beja Congress Party said its candidates also experienced widespread fraud and duplication of ballot papers.
It also alleged that some voters were unable to vote properly due to the complex process involved in having each voter cast their votes.
It is estimated that the 14 million voters registered to vote in the elections would require more time to cast their votes.
The elections were due to last three days but a campaign is underway to have the voting period extended by at least four more days.
Election observers said it took more than 30 minutes for each voter to cast his vote due to the complexity of the process.
The elections have recorded a higher voter turnout in areas dominated by the supporters of the ruling National Congress Party (NCP), the party sponsoring incumbent President Omar el-Bashir.

Radio Miraya 12/4/10 - the first polling day in the Red Sea State witnessed several irregularities, procedural problems and disputes. According to Beja Congress candidate for the Haya constituency, Ibrahim Al Dab, unknown men with light arms stormed into the polling center in Dalgeik area and kidnapped representatives of opposition party members stationed at the center. The Red Sea State High Elections Committee has also decided to withdraw and suspend the candidates list for the NCP in constituency five Port Sudan East, because two candidates had conflicting symbols in ballot papers. Moreover, several party representatives alleged to Radio Miraya that the NCP is using forged residency certificates. There were also allegations of ballot papers being swapped between Port Sudan constituencies eight and nine and that the papers of NCP's independent candidate for constituency nine, were duplicated. Generally, the turnout of citizens at the polling centers differed from one area to another. Centers in Al Diom East and areas dominated by NCP supporters recorded a high turnout, while fewer voters turned out at the centers in Al Diom South area, an area where many residents support pro-boycotting political parties like the SPLM and the Umma party. Logistic hiccups

Salah Barkin, the Beja Congress’ candidate for Governor of Kassala State, has slammed as “unconstitutional” a Kassala State ban on campaigning in local dialects, Ajras Al-Hurriya reports. The local state radio had turned down requests to air his campaign message in the local dialect saying it had to be recorded in Arabic.
Barkin maintained that this was a show of disrespect for the local dialects of eastern Sudan and a continuation of “policies of cultural hegemony” meted out on them and on others by the central government.

Election violence - Beja Congress supporters attacked
Al-Sahafa reports that bloody clashes erupted yesterday between a group loyal to Presidential Assistant Musa Mohamed Ahmed and militias loyal to the NCP leader Suleiman Ali Beetai of Hamishureib [Hamishkoreb] Religious Schools. Seven of the Beja Congress’ supporters were wounded, one seriously.
Beja Congress Party spokesperson Salah Barkuein said a delegation from the party visited “Talkuk” area for elections campaigning but they were ambushed by the Beitai’s militias commanded by his son Mahmoud Beitai, SAF captain.
COMMENT: What we have here is a failure to understand the democratic process. This process is supposed to work because everyone has an opportunity for free speech, to say what they want. Decisions about what people say are made at the ballot box. The Beja Congress team was there to do some elections campaigning. Good for them. However, a military man loyal to the political party that is also the current governmental party has decided that alternative voices calling for alternative policies are unwelcome, and further, that these unwelcome voices need to be silenced through physical intimidation.
This brings shame upon the NCP, and might actually increase the desire to hear the Beja Congress policies, if they are so threatening to the current regime.
Telkuk is in Red Sea State, about 60 km southeast of Tokar, and about 20 km from the Eritrean border.

The official presidential runners include Omer Hassan Al-Bashir (National Congress Party); Al-Sadiq Al-Mahdi (Umma Party); Hatem Al-Sir (Democratic Unionist Party); Yasir Arman (Sudan People Liberation Movement); Abdullah Deng Nhial (Popular Congress Party); Mohamed Ibrahim Nugud (Sudanese Communist Party); Mubarak Al-Fadil (Umma Reform and Renewal Party); Abdel-Aziz Khalid (Sudan Alliance Forces); Kamil Al-Tayib Idriss (Independent); Ahmed Goha (Independent).
However, the commission rejected three presidential candidates including a female saying they did not meet the statutorily requirements such as gathering a specific number of signatures in a certain number of states.
Munir Sheik Al-Deen (The New National Democratic Party); Fatima Abdel-Mahmood (The Socialist Democratic Union); Abdullah Aki Ibrahim (Independent) were disqualified.

SOUTH Sudan elections
Two parties are contesting the leadership and governance of South Sudan. If South Sudan votes in the 2011 referendum to separate or become semi-autonomous, then the party and leader will become the defacto rulers of South Sudan.
1. SPLM. Currently the existing governing party is South Sudan.
Candidate for president of GoSS: Salva Kiir Mayardit, currently First Vice President in the GNU. He is also currently the President of the regional Government of South Sudan [GoSS] ie. the incumbent. Eligibility is at risk because he remains an officer in the SPLA, though recent legislation forbids soldiers from also being politicians.
2. SPLM-DC. newly formed breakaway southern group- (resistance to its creation Jan 2010)

Meanwhile, the parliament endorsed in its evening session the referendum draft law of south Sudan for the year 2009 in the general feature stage.
Parliament speaker affirmed the importance of the said law indicating that the application not an easy thing calling for enlightening the southerners with regard to the said law.
Ghazi Salahuddin affirmed that the secession will have its impacts on the region saying that we are looking for the unity of all Africa and not the unity of Sudan only.
He said that the said the referendum is a national affair affirming that there are procedures required for secession indicating that it should be recognized by the mother state with accordance to the international law.

April 2010 Elections - getting ready
The National Elections Commission (NEC) has released a new election schedule. Campaigns for all levels of elections shall take place within a 57 day period, from 13 February to 9 April 2010. Voting begins on April 11.
The final lists of candidates would be released on 10 February.
Counting votes, and the release of results will be done within 8 days of voting- by April 19, 2010.
Currently, local dailies report nearly 11 million voters have so far been registered across the country. Registration was initially scheduled to end on Monday, November 30, but was extended for another 7 days until December 7.
The states with the highest percentage of registration is Unity State [south], followed by Western Bahr el Ghazal state [south], Kassala [north], and Khartoum [north]. Percentages were not released. The states in which the registration turnout has failed and ranked the least are Jonglei and Eastern Equatoria.
The Sudanese electoral board has also announced that it has so far registered more than 11
million voters in the 15 Northern states and 2.6 million voters in the 10 Southern states.
